There's no pvp, but there is still multiplayer, and it is still cheating if someone edited their level to X-100 just so they can have everything unlocked and join a lobby with the most powerful items in the game. #1.The only way to bypass this is with a literal bypass which modifies the game and breaks the EULA. You will be flagged and banned if you use a bypass because, despite being solo, you're still affecting your save file which is not offline, but stored on the game server and updated whenever you finish a match.

But the devs reduced the chances for ghost roaming too far twice in the latest patches.
