I have them all at 7 yellow 5 red. Zemo and Trooper are at G11 & G10 (both lvl 60) and the other three are all at G14 lvl 75. I'm leaning towards Zemo + Trooper for the skill synergy.

Wave 1 is a dead team, especially now that they lost Thor, Hulk, & IM. HA is the way to go and they're needed for the War Scourge event. Ignore W1. Thor, Hulk, Iron Man and Black Widow have homes elsewhere and Hawkeye and Cap you can either use to fill a gap in one of the other W1's teams or put them in a SHIELD team.
