Schools like William & Mary and UVA offer zero merit (and they tell you up front) to OOS students as well. Not broken down by school, but in general it does look like there’s decent movement on Pitt’s waitlist. My son applied 8/16 (Arts & Sciences school). WIthin 2 days, he got the email to set up his log-in. On 8/24 he had a “To Do” to submit official SAT scores (he already had). The next day, those SAT scores must have reached Pitt because his application was marked complete on 8/25. Had a PeopleSoft ID letter on 8/25 in his Document Center.

A student may receive a March 1ish honors college admission and no merit at all, while another student who is not in the honors college does receive merit.
